made very quick no polish 
Process is :
-Silhouette for gobal shapes
-add photo for texturing
-re-paint on top to blend all pieces together and change designs to fit what i need from silhouette
-add lighting
and..voillaaa

Great picture and love the concept, but there is one thing off about it: the flashlight. It looks like you took a stock photo of a flashlight and Photoshoped it onto the guy's arm.

Indeed the whole pic has been made by photobashing ( a mix between painting and use of photo ) . This process makes for very quick concepts with a good level of details in a limited amount of time ( 15-20 min maybe) . This is the rough stage . In a production environment , it would need to be polished and pushed further ( with iterations maybe ) to be given to 3d artists , sometimes you don't even have time to do that hence the fact we use photo to fasten the process and give as much info to 3d artist as possible .
True , flashlight should be more integrated , but yep it is still very rough .
